    2: Document presenting:

    Document detailing the methodological approach for costing, with the quantitative and qualitative elements required to perform the costing of adaptation measures, goals, and indicators to be measured, required sources of information, general assumptions, economic and financial data, statistics, among others.

    The guide must consider the specificities by sector (biodiversity, water resources, agriculture, infrastructure, health, among others), with the aim of covering the strategic axes of the National Adaptation Plan and the Adaptation measures of the NDCs.

    3: Document presenting:

    Baseline document of the identified adaptation measures in Honduras, which includes an analysis of information gaps, indicators, data, and processes to develop the costing of adaptation measures in the current NDC of Honduras.

    Case study document that carries out the costing of 1 to 2 adaptation measures included in the current NDC of Honduras or preferably the National Adaptation Plan, considering that it is necessary for this exercise to have traceable and verifiable information.


    Specific tasks:
    The consultant will be responsible for the execution of the following activities: a.

    Develop a feedback meeting with Plan A and the National Climate Change Directorate to agree on the details of the process and each defined product.

    b. Meeting for the socialization/validation of the work plan and schedule with UNEP and SERNA. c. Conduct interviews and working meetings with actors linked to the objectives of the consultancy. d.

    Identify, compare, and analyze experiences from other countries in the development and implementation of methodologies for the costing of climate change adaptation measures.

    e. Develop a coordination meeting with the DNCC and the Sub-Secretary of Environment. f.

    Conduct interviews with actors from sectors and institutions linked to the strategic axes of adaptation prioritized in the NDC of Honduras, as well as actors who are a source of primary or secondary information for the development of the costing methodology of adaptation measures.

    g. Develop a socialization/validation meeting of the product proposal with the working group to support the consultancy. h. Document and systematize the processes and actions that lead to the development of the consultancy's products. i.

    Maintain a constant coordination and communication relationship with the Plan A Honduras project team and the National Climate Change Directorate of SERNA through regular progress meetings on the products.

    j.

    Include in the development of the different products elements that represent the vision and approach of other related sectors such as the private sector, academia, local governments, indigenous and Afro-Honduran peoples, considering their current and potential role to play in promoting climate change actions.

    k. Validate products and deliverables with the instances defined at the beginning of the consultancy. l. Provide inputs and validate versions of the products in their original format when requested. m. Deliver product versions in presentation format (PowerPoint) upon request.

    Duties and Responsibilities


    The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

    The United Nations Environment Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

    To implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement and the priority actions defined in countries' Nationally Determined Contributions (NDCs).

    In terms of supporting countries in the region to attain the global commitments signed within the framework of the Paris Agreement, UNEP's Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being.

    In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational levels, and strengthening the transparency framework of the countries.

    The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts.

    Furthermore, UNEP's Sub-programme on Climate Change is also committed to ensuring that cross-cutting issues such as gender equity and women's empowerment are effectively integrated into the development of its tasks to guarantee equitable development in line with its adaptation objectives.


    The consultant for the:
    "Technical Report for the Costing of Adaptation Measures". Will work from home and will operate under the general supervision of the UNEP Adaptation Program Management Officer in the Latin America and the Caribbean Office and work in close collaboration with the National Project Coordinator in the execution of the project. In addition, he/she will work closely with the Ministry of Natural Resources and Environment (SERNA's) and the National Directorate of Climate Change (DNCC) and other related institutions and sectors.

    The Ministry of Natural Resources and Environment (SERNA) of Honduras and UNEP have agreed on the implementation of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras, framed within the Readiness program of the Green Climate Fund (GCF), and referred as "Plan A Honduras Project:
    Strategic Planning of Climate Adaptation".

    The project aims to sustainably build country capacity in identifying, prioritizing, planning and implementing measures that address medium and long-term adaptation needs considering UNFCCC decisions 1/CP.16 and 5/CP.17 and all elements of the UNFCCC Technical Guidelines for National Adaptation Plans (NAPs).

    The ultimate objective of the project is to reduce the vulnerability of Honduras to the impacts of climate variability and change, by building adaptive capacity and resilience through the integration of climate change adaptation into planning and implementation within all relevant sectors and at different levels, as appropriate, including the different line ministries, local governments, private sector, and civil society organizations.

    The project seeks to achieve its components and objective through: 1. Strengthening the institutional and technical capacity of the country and the participation of interested parties. 2. Strengthening strategic planning for national adaptation. 3. Financial flows and investment for adaptation measures under the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDC) fostered. 4. Knowledge management of adaptation to climate change. 5. Strengthening the adaptation transparency framework.

    To achieve the project's objective, UNEP-LACO is hiring a consultant to develop a "Technical Report for the Costing of Adaptation Measures".

    This consultant will be primarily responsible for assisting the Plan A Honduras Project Team and supporting the National Directorate of Climate Change (DNCC) of SERNA and other related government institutions, considering the national and international context, with an emphasis on the climate change adaptation approach.

    Qualifications/special skills


    ACADEMIC:

    • A bachelor's degree in finance, environmental science, agronomy, forestry, economics, engineering, architecture, international relations, socioeconomic development, political science, or a field closely related to climate change is required.
    • Master's or postgraduate studies in climate change, sustainable development, project management, finance, economics, environment, public policy, or a closely related area is desirable.

    EXPERIENCE:

    • A minimum of five (5) years of experience in processes related to climate change, environment, and sustainable development is required.
    • Two (2) years of experience in processes related to the drafting, review, analysis, and evaluation of public policies is desirable.
    • Experience in processes related to NDCs, NAPs, and others related to climate change adaptation will be valued.
    • Experience in multicriteria analysis, cost analysis, cobenefits, and others that allow establishing guidelines and/or recommendations for decisionmakers will be valued.
    • Knowledge and/or experience working with indicators and monitoring tools will be valued.
    • Proven experience in the collection, classification, and interpretation of complex data to generate accessible and useful information for decisionmaking will be valued.
    • Experience working with stakeholders from the public, private, civil society sectors, academia, indigenous and Afro-Honduran peoples will be valued.
    • Experience in gender integration processes will be valued.
    • The ability to work in multicultural environments with multidisciplinary teams and the ability to interact with a variety of key actors will be valued.
    • Proven knowledge of the environmental and climate change situation in Honduras will be valued. LANGUAGE:
