The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This position is located in UNEP's Regional Office for Latin America and the Caribbean at the Panama duty station.

Under the direct supervision of the Regional Coordinator/Science Policy Unit and Regional Coordinator/Chemicals and Pollution Unit in close collaboration with the Administrative Officer, the Programme Management Assistant will be responsible for the duties related to budget/finance, day -to-day programmatic and administrative functions:


Responsibilities:


  • FINANCE AND BUDGET: Standardize the financial and accounting systems of the project while maintaining compatibility with UNEP's financial accounting procedures. Prepare budget revisions. Comply and verify budget and accounting data by researching files calculating costs and estimating anticipated expenditures from readily available information sources. Monitor budget implementation / expenditures and recommend reallocation of funds as necessary. Prepare periodic accounting records by recording receipts and reconciling data for recurring financial reports.

Payments:
Review and support processing of payments and advances to third parties, consultants and individual contractors. Process all types of payment requests for settlement purposes, including quarterly advances to partners upon joint review


  • PLANNING AND ADMINISTRATION: Assist in the preparation of annual procurement plans. Assist in the preparation of annual work plans. Assist in the timely issuance of contracts and agreements and assurance of other eligible entitlements of project personnel, partners and experts. Assist in the preparation of status reports, progress reports and other financial reports. Undertake project financial closure formalities including submission of terminal reports, transfer and disposal of equipment, processing of semi-final revisions and support professional staff in preparing terminal assessment reports. Assist in travel and meeting arrangements
  • CONTRIBUTIONS: Assist in the review of deposits or contributions reports from donors. Coordinate with Headquarters and Divisions the proper registration of cash funds and subsequent registration of allotments. Assist professional staff regarding queries on donors payments and deposits.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs other duties as required.

Education
High school diploma or equivalent is required.

Work Experience

Proven experience in working and collaborating with European Union projects is desirable.

Experience in working and collaborating with governments and/or multilateral organizations is desirable.

One (1) year or more of experience in data analytics or related area is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English and in Spanish is required. Knowledge of another official United Nations language is desirable.


NOTE:
"Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
